It is hereby informed that Govt. in SD&TE Department vide their letter No. 1905/SDTE dated 12.4.2021 of Dy. Secretary to Govt. have approved amendment in certain provision of Examination Rules of SCTE&VT, Odisha. The above Amended Examination Rules 2021 is enclosed herewith for information of all concerned. This Amended Rules 2021 shall be given immediate effect from Winter 2020 Exams onwards which is currently underway.

SCTE&VT Examination (Amendment) Rules, 2021

1. The Rule 5.1 in the original rule shall be substituted, namely:

The Council shall conduct examinations twice in each academic session one at the end of Winter Semester (preferably in November-December) for the students of odd semesters i.e. Regular & Ex-Regular students of 1st, 3rd and 5th semester and at the end of Summer Semester (preferably in April-May) for the students of even semesters i.e. Regular & Ex-Regular students of 2nd, 4th and 6th semesters. The examination schedule shall be decided & notified by the Council.

2. The Rule 5.4.2 in the original rule shall be substituted, namely:

He has to submit his/her application for Examination Registration through online web portal to the Controller of Examinations through the head of institution supported by certificates/documents as required.

3. The Rule 5.4.8 in the original rule shall be deleted.

4. The Rule 10.1 in the original rule shall be substituted, namely:

10.1. (i) Sub other rovisions in this Rule, a candidate shall pass in the semester end examination conducted by the Council only if he/she:

(a) has secured a minimum of 35% of marks in each theory paper, excluding the internal marks; and

(b) has secured a minimum of 35% of marks in each theory paper, including the internal marks; and

(c) and has secured a minimum of 50% of marks in each practical paper;

(d) has secured a minimum of 40% of total marks in that semester.

10.1 (ii) In individual subjects in which examination is conducted in two parts separately, the total marks obtained by the candidate in both the parts shall be taken together to determine whether he has secured the minimum percentage of marks to pass in that subject.

5. The Sub-Rule 10.2 (i) in the original rule shall be substituted, namely:

50% of the marks obtained by the candidate in the 1st and 2nd semester and 100% of the marks obtained in 3rd to 6th Semester by the candidate in 3 years courses.

6. The Sub-Rule 10.2 (ii) in the original rule shall be substituted, namely:

50% of the marks obtained by the candidate in the 1st to 2nd semesters and 100% marks of the rest semesters for 4 years (part time) courses.

7. The Rule 12.5 is to be inserted in the original rule, namely:

The Council reserves the right to cancel the examination of candidates who are found not eligible as per Examination Rules or otherwise & forfeit the examination fees paid by such candidates.

8. The Rule 13.1 in the original rule shall be substituted, namely:

Subject to other provisions in this Rule, a student can be allowed to attend classes in subsequent semester provided that he/she has registered for appearing in the examination in the current sem on payment of prescribed examination fees.

9. The Rule 14.1 in the original rule shall be substituted, namely:

A student who has discontinued his/her studies in any semester can seek readmission in the same semester by paying requisite fees as prescribed by the Council.

10. The Rule 14.2 in the original rule shall be substituted, namely:

Students who have studied in any of the 2nd, 3rd, 4th, 5th & 6th semester but could not qualify to appear in the examination due to shortage of attendance or any other reason have to seek readmission in the same semester and after attending required number of regular classes shall be allowed to appear in the examination.

11. The Rule 14.3 that read as “readmission is not allowed in 1st Semester” shall be renumbered as 14.4.

12. The Rule 16.10(iii) shall be substituted, namely:

The transfer process will complete within 20th May each year, but it will be effective at the beginning of 3rd Semester only.

13. The Rule 18.6 in the original rule shall be substituted, namely:

Council will notify the mark, if the change in mark is more than 10% of full marks of the paper concerned or if such change in mark results in his pass in the subject.

14. In Rule 23 of the original rule the statement against “written answer books” shall be substituted, namely:

Upto beginning of next Semester Examination.
